Unfortunately we must now turn to you to let you know our horror at the development of the monitoring body for The Disability Rights Convention (BRK) in Germany.
Those commissioned for this task by the German Parliament, the so-called "German Institute of Human Rights" not only intentionally ignored the statements by the OHCHR in October 2008 on the Dignity and Justice for Detainees Week but also accepted the tendered money for the betrayal (details here: "the United Nations Convention Fraud - A chronicle of events": http://www.iaapa.de/zwang4/chronicle.htm . Since then we therefore call this Institute "The Institute for Government Favors").

Now the institute has dropped its mask completely and even turned out to be the perpetrators' protection agency: Under the former director of the so-called "German Institute for Human Rights", Heiner Bielefeldt, the hypocrisy was at least still maintained by inviting disability groups such as us, although we had demonstrated the incompatibility of BRK with the German special legislation for the "mentally ill" with a 45-page legal opinion by renowned human rights lawyers. Of course we have declined those invitations since October 2008, instead protesting at the meeting and demonstratively making public the treachery of this institute.

But instead of changing the policy of the institute to conform with human rights - respectively the BRK -, the new director, Beate Rudolf, has now even removed this last fig leaf by inviting the German Society for Psychiatry, Psychotherapy and Neurology (DGPPN) as an "organization of the victims of psychiatry" to consultations by the Institute together with organizations of the disabled. It is as if the obstructors, the organization of the perpetrators of the illegal exercise of psychiatric power, are now themselves to be considered to be the "disabled"!
In our opinion this is pure cynicism!

The institute has thus openly admitted its compliance with an organization of the violation of the rights of the disabled, the systematic deprivation of basic rights, humiliation, mistreatment and torture of the disabled in a pact with the criminals in white coats to continue the above instead of ending it. Mrs. Beate Rudolf and her "German Institute for Government Favors" have thus proved without doubt that they totally unscrupulously and openly mock the BRK, human rights, the UN and the disabled in Germany. The provisions of the BRK thereby serve in Germany only to increase repression and contempt for human rights because the hopes placed with them in fact turned into the exact opposite.

We ask the committee at its next meeting on 4 to 8 October to publicly distance itself from this monitoring body and to make known internationally as a deterring example, how a central core of the BRK (in particular Article 4 (3) and Article 14 (1b)) is destroyed by the manipulation by the German government and the directors of such an institute, who dutifully let themselves be exploited for this purpose.
